	I am a coordinator, organizer, and data-driven decision maker. 
My objective is to help create equitable and transformative systems by bridging 5+ years of climate, environmental, and data science experience with my commitment to building multisector partnerships.&#38;nbsp;My areas of interest are natural climate solutions, green infrastructure, water, public engagement, and climate justice. I recently completed my M.A. Geography at the University of Calgary, where I researched stakeholder communication strategies to reach
consensus on watershed resilience strategies.


I honed my analytical and communication skills as a Graduate Researcher for the Engaging Open Data Research project, improved data systems a GIS Technician for The Nature Conservancy, and charted unmapped streams for the US National Park Service.&#38;nbsp;
I bring people together to produce deliverables and advance towards shared goals. I managed 100+ volunteers as a Program Coordinator for the Environmental Quality Institute. I facilitated all operations, finances, and communications as Vice President of the Geography Graduate Student Association. I also chaired of the Sunnyside Brightening Committee, a community group that secured agreements with the City of Calgary for specific social-ecological enhancements to a major resilience infrastructure project.  


Abandoned spaces fascinate me as do the unruly natures which often reclaim them. I like photography, play the drums and create music. Find me in a noodle shop, interviewing change-makers, or fishing the Willamette yards in Portland.

2022/01 - I’ve officially finished my master’s program! In December I successfully defended my thesis Remaking Nature Through Public Participation in Resilient Calgary. Today all the paperwork signed, submitted, and approved! I’ll post again as soon as the full thesis is available to the public (university policy requires a month delay). 2021/10 - I presented a new paper Toward Intimate Data: Rethinking Digital, Social, and Political Relations with Dr. Ryan Burns and Dr. Anna Lauren Hoffmann. Great to be back in at the Society for Social Studies of Science Conference, this time in Toronto!


     
    
    



	


2021/06 - I presented my master’s thesis reserach Remaking Nature Through Public Participation in Resilient Calgary&#38;nbsp;at the Canadian Association of Geographers Conferece in Prince George, BC. Great opportunity for feedback before I wrap up writing!


	



2021/04 - I won 1st place in a photography competition at the 2021 American Association of Geographers Conference in Seatte. I’m honored to participate with so many talented photographers! (You can also read about my corresponding paper presentation)





	2020/10 - I presented&#38;nbsp;Moral Economies of Open Data Platforms with Dr. Burns at the Association of Internet Reserachers in Dublin. I may not travel due to the pandemic but great exposure to international meetings!

Reimagining the Bow River Pathway

The Bow River Pathway is visited by thousands of Calgarians daily. The north bank of this greenway doubles as a levee to protect the Sunnyside community from river flooding. This levee will be built higher in coming years, requiring a complete redesign of the greenway. Summer of 2020, a group of Sunnysiders and myself organized the Sunnyside Brightening Committee to collaborate with the City of Calgary to Reimagine the Bow River Pathway.

Following the 2013 Southern Alberta flooding events, community organizers in Sunnyside have spent years working with the City of Calgary to mitigate flood risk. One success is the construction of Stormwater Lift Station #1. At the request of community members, the site includes two spaces for community art. The Sunnyside Brightening Committee is working to fund local artists to help communicate the story of the community’s resilience.


	Citizen Science for Climate Resilience&#38;nbsp;at

Cove Mountain Preserve’s historic use for timber harvest
produced a maze of overgrown logging roads throughout its forests. Community
volunteers utilized Avenza Maps to translate their local knowledge into GIS
data to help connect a larger a climate resilient landscape. By fall of 2018 these trails were open for public recreation.

This StoryMap describes a day’s
work as a Stream Mapper with the
National Park Service. Stream Mappers use GIS to predict missing tributaries,
navigate arduous terrain to find them, then conduct hydrologic and biological
assessments. They data they collect contributes to the National Hydrography Dataset. (this app doesn’t play nice with phones)

Produced for
the Environmental Quality Institute, this series of
maps visualizes water quality data collected throughout Western North Carolina. At some
locations samples have been collected by volunteers for over fifteen years.

With this application, LEAF interns (Leaders in Environmental Action for the Future) learned to
navigate in the field and collect data using Collector for ArcGIS. Interns
logged their removal of invasive vegetation and restoration efforts of vernal
pools.

To promote conservation of the Kittitanny Ridge, The Nature Conservancy hosted Pennsylvania Congressman Charlie Dent on a LightHawk flyover of several key protection areas. GIS was utilized for flight planning and to enable tablets with digital location maps during flight.

Philadelphia Water Department’s 

Green Cities, Clean Waters initiative aims to manage the city’s combined sewer overflow system with 100% green stormwater infrastructure. The Nature Conservancy has partnered to aggregate social and ecological co-benefits into these projects. A team of community
stakeholders, GIS professionals, engineers, conservationists and the city of Philadephia are working together to create habitat, reduce pollution, and improve quality of
life.

Reimagining the Bow River Pathway with the Sunnyside Brightening Committee




The Bow River Pathway is
visited by thousands of Calgarians daily and provides essential habitat for wildlife in the city. The north bank of this greenway doubles as a levee protecting the Sunnyside community from river flooding. In 2021, this levee will be built higher to protect the community from a 1-in-100-year flood. The construction presents a once in a lifetime opportunity for a complete redesign of the greenway.
 Summer of 2020, a
group of Sunnysiders and myself organized the Sunnyside Brightening Committee
(SBC) to collaborate with the City of Calgary to reimagine the greenway. Highlights are below but for more detail, check out: SBC’s Vision for the Bow River Pathway.pdf


Collaboratively Mapping Community Knowledge:

SBC combined their knowledge of the area with the City of
Calgary’s public plans to produce a vision for the Sunnyside stretch of the
greenway. The plan involves shifting the flood barrier back from the riverbank towards
a busy commuter road. By decoupling the limited green space from the road, visitors
would be reoriented towards the river, activating the area for recreation.
 



I worked with Tom Brown to produce the following map that
illustrates SBC’s shared vision as community members. Tom made the architectural
profiles and I generated the data and following map in ArcPro. We used this map to communicate our vision to the municipality and stakeholders.

Improving Access to Sunny Beach:“Sunny Beach” is the name given to a sizeable
informal park in the river’s floodplain. Popular with the community as a “wild”
spot in the city, Sunny Beach contains a number of trails and a small gravely
beach. However, with the implementation of a higher flood barrier, the
community is concerned that access to the park will be cut off. The idea is not
to redevelop the space into an official park (which would trigger new
regulations) but leave it informal and simply provide better access for safety
and recreation. SBC proposed improved access at two points to create a circuit
of trails:

Here, large stone blocks have been proposed to create a seating area that would double as steps down to the beach and forest (cross section #3 on the above map):

Creating a Naturalized Plaza:Community members noted that between cross sections #1 and #2, they had never seen anyone use
the existing spaces sandwiched between the existing bicycle and footpaths. They commented
the value of the space however, the bordering road me it noisy and unsafe for kids to play. Realigning the barrier would create a new plaza
area for the thousands who visit the Peace Bridge daily. Rather than a
highly sculpted and concrete design, Sunnysiders prefer a more “naturalized”
look with grassy gathering areas, small vegetation, and stone benches. Brightening the Barrier: History and Connection with the Bow RiverSunnyside has a history of being an active and creative
community. With the barrier redesign including sections flood wall and 2km of concrete
surface, SBC has proposed a number of creative ways to reflect the character of
the community. SBC has requested dedicated spaces of floodwall for murals to
tell the history of the land in partnership with Indigenous and First Nations
communities. In other areas, benching and vertical playgrounds could be
included better connect Calgarians with the Bow.

Building Path Forward through Collaboration:As of May 2021, the Sunnyside Flood Barrier is still under design and the
inclusion of these community-generated is not yet secured. The Sunnyside
Brightening Committee will continue engaging with the City of Calgary Water
Resources and Parks, as well as City Council and community members. We believe
that this barrier redesign provides a once in a lifetime project that will
impact Sunnysiders and thousands of visitors every day. We’re confident that

Murals of Resilience with the Sunnyside Brightening Committee

Following the 2013 Southern Alberta flooding events, community organizers in Sunnyside have spent years working with the City of Calgary to mitigate flood risk. One success is the construction of Stormwater Lift Station #1. At the request of community members, the city included two spaces for community art. The Sunnyside Brightening Committee (SBC) is working to raise funding for local artists to communicate the story of the community’s resilience through interactive murals.

Building Path Forward through Collaboration:


At the moment, I don’t have too much to update here but SBC is currently writing grant applications to fund the projects. Once funding is secured, SBC will distribute a request for proposals for artists to submit their concepts.Artists: If you’re an interested in submitting a concept, we will be distributing the RFP through the Hillhurst-Sunnyside Community Association’s Facebook page. You can also email me directly at welkerpd[at]gmail.com and I’ll be sure to let you know when if RFP is open.&#38;nbsp;

Enhancing a future recreation hub:
We see Stormwater Lift Station #1 becoming a major hub for Calgarians to recreate in the next year given the location and amenities. The site is situated on a main connector between McHugh Bluff Park, the Sunnyside Stairs, the Bow River Pathway and the future Sunnyside Boat Launch. There are also several amenities on the site including a fitness park by&#38;nbsp;Alberta Urban Athletics, washrooms, a water bottle fill station, and parking lot. Based on the feedback of neighbors and stakeholders, SBC will encourage submissions that help activate the community through some kind of interactivity.&#38;nbsp;

The Environmental Quality Institute: Water Quality Atlas

This collection of maps was created for The Environmental Quality Institute (EQI) to supplement their annual water quality report. Each month volunteer citizen-scientists collect water samples at specific sites along streams and waterways in Western North Carolina. This is known as the Volunteer Water Information Network (VWIN) project. Sampling locations are strategically placed in key areas in an attempt to fully capture an understanding of water quality in the watershed. Some locations have been sampled for over twenty-five years. These samples are returned to the EQI Lab to be analyzed for eight chemical parameters. After three years of sampling, a water quality rating can be derived.&#38;nbsp;
EQI also maintains a complementary biological water quality monitoring program called the Stream Monitoring Information Exchange (SMIE). Combined, VWIN and SMIE provide a dependable and objective analysis of waterway health.&#38;nbsp;

As our climate warms, local ecosystems change,
causing wildlife to migrate in search of suitable habitat. Recent research by The
Nature Conservancy has identified Pennsylvania’s Kittatinny Ridge as a key connector between climate
resilient lands. This 185
mile-long forested ridge provides a migration corridor that enables species to
safely move between climate resilient habitat areas. While helping to sustain
biodiversity, these forests also sequester carbon meaning that conserving the Kittatinny Ridge
can help meet carbon-reduction goals. 





























However, the Kittatinny
Coalition describes that
only 40% of forests along the ridge are conserved and the remaining acres face
pressures of logging and development. To generate awareness and support for
conserving the Kittatinny Ridge, The Nature Conservancy collaborated with local
communities through citizen science mapping to create the climate resilience
beacon of Cove Mountain Preserve.

Today, 

















Cove
Mountain Preserve provides a living classroom at the heart of the Kittatinny
Ridge for people from all walks of life. Located just fifteen minutes from
Pennsylvania’s capital, landowners, donors, students, and policymakers can
learn about the greater climate resilience effort through interpretive signage
and guided hikes. However, when purchased by The Nature Conservancy in 2017,
the preserve had a number of conservation challenges. The original 350 acres
were largely overgrown with the invasive plant “mile-a-minute” (Persicaria
perfoliata) and contained a maze of logging roads that had been used for
decades as informal trails by the neighboring community. In order to facilitate
sustainable public access, these land management challenges required creative
solutions. 



 



The goal was to establish maintained trails
that enhanced recreation opportunities, showcased the preserve’s four
forest-types, and also allowed extensive habitat restoration efforts to
progress undisturbed. To develop this management plan in a way that also delivered
benefits to the community, The Nature Conservancy invited community members to
participate in a citizen science mapping project. 



Citizen science involves rigorous research
conducted in collaboration with everyday people. Scientific studies have long shown
that including local people and their knowledge in
management planning helps increase conservation durability and system
resilience. At Cove
Mountain Preserve, The Nature Conservancy partnered with community volunteers.
After learning how to use mapping applications on tablets, citizen scientists
could navigate the field and translate their local knowledge into geospatial
data.

Citizen scientists mapped Cove Mountain’s maze
of logging roads by producing GPS tracks as they hiked. Important management features
were logged with GPS points, where conditions could be described with
georeferenced digital photos and field notes. Volunteers successfully mapped
locations of federally protected vernal pools, evidence of the threatened
Allegheny Woodrat, unique geological formations, illegal dumping sites, and the
range of non-native vegetation species.





























All citizen science data were then
combined into an interactive ArcGIS Online map. This tool enabled conservation
planners at The Nature Conservancy to prioritize restoration efforts and design
a network of trails the community felt ownership in, while showcasing resources
and minimizing ecological impact.

Over the next three months,
volunteers and land stewards worked together to install interpretive signage
and build nearly three miles of trails for guided hikes. To celebrate the
opening of Cove Mountain Preserve, The Nature Conservancy brought the wider
public together with the people who made the preserve possible. Citizen science
volunteers, community members, partner organizations, generous donors,
landowners, and policymakers forged new partnerships for the greater climate
resilience effort while enjoying a local delicacy, paw-paw fruit harvested from
Pennsylvania forests. 



By taking a collaborative
citizen science approach and leveraging technology, The Nature Conservancy
secured one more piece in the puzzle of a network of resilient and connected
landscapes. While a rapidly changing climate could be daunting, Cove Mountain
Preserve serves as a beacon along the Kittatinny Ridge welcoming all to learn
how conservation can help build climate resilience.

LightHawk Flight Planning to Host Pennsylvania Congressman Charlie Dent



Pennsylvania’s Kittatinny
Ridge is a 185 mile-long ridgeline stretching through the Central Appalachian Mountains. With a nearly continuous
north-south geography, the ridge is an ideal migration corridor for
species facing the pressures of land development and a changing climate - making it the focus of regional land conservation efforts. 







With the help of 

LightHawk, summer of 2017 Republican Congressman Charlie Dent joined The Nature Conservancy for a hawk’s-eye view of the Kittatinny ridge. I produced a flight plan for a light aircraft to fly a section of the ridge and view several key areas of interest. Time, distance, and restricted airspace were all taken into consideration. 

The collection of maps below was loaded into Avenza Maps on GPS enabled iPads allowing passengers in flight to view their realtime location and collect data on locations of interest.

Collector Application for Vernal Pools Assessment:


This app was developed to educate LEAF interns (Leaders in Environmental Action for the Future) field navigation and data colleciton techniques using Collector for ArcGIS. Due to the sensitive nature of vernal pools, the original data cannot be shared publicly. The data shown below were recreated in a different location (public state game lands) to represent the project. In the interactive version the arrows can be used to navigate between slides.

I have always kept a journal however, in
graduate school I worked to improve my academic and business
writing. I have posted a selection of these works below. I am also a co-author on two academic papers (in peer review) and will be sure to post when those are published. I have
presented at multiple international conferences and have
included a few of my favorites to provide examples of my work and interests.

Remaking Nature Through Public Participation in Resilient Calgary

Abstract: 
Cities around the world are embracing agendas to
build urban resilience, in part by harnessing “nature” and engaging citizens.
Critical geographers have argued that top-down resilience agendas deploy
frameworks that homogenize understandings of “urban natures”, legitimate
technocratic approaches to urbanism, and disempower citizens. These scholars
call for in-depth case studies that situate “urban natures” to bring out
crucial politics of how knowledges of these phenomena are used in contexts of
contested urbanization.



This thesis is an intensive qualitative case study of public
participation in urban resilience governance in The City of Calgary, following
the 2013 Alberta floods. Through a scholar-activist approach, I employ
participant observation and semi-structured interview methods to bring out
politics in the redevelopment of a multi-functional infrastructure, the
Sunnyside Flood Barrier. Drawing from theory on the “social production of
nature” – where discourse and materiality are entangled and iteratively
reproduced – I argue that processes of public participation in urban resilience
governance operate as power-laden “technologies” in the social production of
nature, and can depoliticize contested urban transformations. An analysis of
two such technologies – community engagement and a triple bottom line analysis
– illuminates how power operates through participatory knowledge production activities
to remake actors’ conceptualizations of “nature” in ways that influence
decision making and urbanization. The study also expands on participant
“counter-conduct”, documenting how this subtle form of resistance can build
citizen power in the process. I conclude that public participation offers
powerful tools in the social production of nature however, additional research
and practice are needed to explore how “nature” might be remade in radical
alternative ways that shift our collective praxis towards more sustainable, and
socially and environmentally just futures.

I co-organized a paper presentation session with Alexa Boesel and Dr. Maria Kaika for the 2021 American Association of Geographers Conference. Reframing Unruly Natures: Graffiti Pier as an Alternative
Imaginary for Urban Parks

 Abstract:
Urban parks have long embodied particularly modernist imaginaries of what “nature” is and behavior should be in cities. Scholars of
urban political ecology have shown how city parks are produced through complex socio-material relations, where certain natures are labeled “wild” or “dangerous” to legitimize their governance into democratic, tamed urban spaces (Gandy, 2002; Kaika, 2004). This paper centers the former and asks, how might the “unruliness” of natures and spaces be reconceived to illuminate an emancipatory politics? 
Answering calls for radical alternative socio-environmental imaginaries (Ernstson &#38;amp; Swyngedouw, 2018; Kaika, 2018),
I extend the concept of “unruly women” (Rowe, 1990, 1995; see also Branfman, 2019) to the more-than-human to reframe a popular informal park commonly labeled illegal, blighted, overgrown, and dangerous: Graffiti Pier, in Philadelphia. Taking a grounding urban natures approach (Ernstson &#38;amp; Sörlin, 2019), I examine this post-industrial relic of crumbling concrete arches juxtaposed with a kaleidoscope of colorful paintings, regrown woodlands, and teeming with trespassers. Employing historical and visual discourse analysis, I argue Graffiti Pier exhibits a particular kind of unruly nature that subverts traditional imaginaries of urban parks, and their governance, to offer dwellers a uniquely liberated space. Yet similar to “unruly women”, these transgressions are met with controversy, and entangled activism, policing, and accumulation
imperatives as efforts mount to transform Graffiti Pier into an official public park. Reframing the unruliness of nature can conjure radical alternative imaginaries of what a “park” can be and offer, while simultaneously rupturing the dueling binaries of nature and the city.

Moral Economies of Open Data Platforms

Abstract:
Municipal open data platforms are currently caught in a range of tensions. They rely on an unspecified subject to analyze the data, and yet are surrounded by discourses of "empowerment" and "transparency". They are often most beneficient when approached with data science skills, yet often entail unremunerated digital labor. And they are often engaged by organizations tacking "for Social Good" onto their mandate - the Canada-wide organization Data for Good being a key example. To date, STS research has generated important insights into the political economies of data and platforms that highlight the ways they produce, mediate, circulate, and accumulate surplus and exchange value. Less attention has been devoted to understanding the ways moral values and sentiments are deployed to attract the digital volunteered labor subtending municipal open data platform usage. Those who mobilize these moral economies are deeply situated within capitalist platform economies, and benefit from the free labor of those wishing to improve their communities. In this presentation, we argue that hackathons, datathons, and open data platforms are constituted through moral economies that are entangled within technoscientific capitalist accumulation practices and logics. These moral economies are key ways in which digital labor is procured, and represent a core component of what Boltanski and Chiapello call the "new spirit of capitalism". To substantiate our argument, we draw on an ongoing long-term ethnography into Calgary, Alberta's open data ecosystem. We conclude by politicizing the fissures of these moral economies, to identify the new political strategies that they necessitate.

Term Paper (that I really loved)



I normally wouldn’t post a term paper, but I really had fun with this one. To expand my geographer brain, I took a feminist media studies course called COM617 Representation &#38;amp; Identity. This course radically changed my world view for the better, making me realize the benefit of accurate representations in media and the harm of tropes and stereotypes. In short, representation matters. 



Representing Digital Others: 
Strategic Ambiguity and Digital Violence in Dee Rees’ Kill All Others

Ralina Joseph’s



 concept of strategic ambiguity as a form of post-racial resistance (book here). I conducted a textual discourse analysis of Dee Rees’ Kill All Others, an episode in the Electric Dreams series, all shorts based on Phillip K. Dick stories. It was fun because I was able to bridge my new learnings in feminist media studies with my researach in smart cities and technology.&#38;nbsp;In the paper, I argue that Rees employs strategic ambiguity as a form of postracial resistance by coding a white-male protagonist with representations of historic and emerging digital forms of racism, sexism, and classism experienced by marginalized people. By setting KAO in a near-future postracial, postfeminist, and technocratic “utopia”, Rees subverts racist tropes which have historically been reproduced through film and media and cautions the viewer how existing forms of technological violence may evolve if left unchecked by a collective unconscious.
